Oxford City Council Corporate Strategy 2024-28
The Corporate Strategy sets out Oxford City Council’s highest priority areas of work for the next four years. It defines key outcomes the council will prioritise time, money and resources to achieve once the strategy is finalised and agreed by councillors.
This consultation is our opportunity to tell the council whether they are focusing on the right issues and actions. The council will review all residents’ feedback and consider changing the strategy based on our views.
This consultation is open until 21 March 2024.

Budget Consultation 2024
Every year, Oxford City Council spends around £100 million providing public services we use every day.
The council is keen to hear residents’ views on their draft budget for 2024-25 and get a deeper understanding of our priorities, needs and aspirations regarding council services and our communities.
This year’s budget consultation is open until 31 January 2024.

ZEZ pilot consultation
Oxfordshire County Council is consulting on proposed changes to the charging scheme in the Zero Emission Zone (ZEZ) pilot in Oxford city centre.
The proposed changes include:
Continuing the discounts for Blue Badge holders, disabled tax class vehicles, and residents and businesses within the zone indefinitely by removing the discount end dates.
Keeping the ZEZ pilot charges at their current level by removing the planned increase in daily charges from 1 August 2025.
A survey is open on the county council’s consultation platform until 5pm on Tuesday, 24 October.

Regulation of the private rented sector in Oxford is vital to ensure privately rented homes are safe and managed to a decent standard.
This City Council Consultation is open until 11 October.

Council tax reduction scheme consultation
Oxford City Council has opened public consultation on its council tax reduction scheme, which provides help for Oxford residents on benefits or low incomes to pay their council tax.
The council is considering potential changes to the scheme in 2024/25 and it’s important for everyone’s views to be heard!
To participate, please visit the council’s consultation portal before midnight on Monday 4 September.
Paper versions of the consultation questionnaire are available at Oxfordshire County Library and in community centres. Please contact us if you need help getting a paper copy.

LTN Consultation
Oxfordshire County Council is holding a six-week consultation to gather views on proposed changes to the east Oxford low traffic neighbourhoods (LTNs) and understand their impact since new bollards were introduced in March.
The online consultation is open until 5pm on Thursday 20 July.
Please complete the survey on the County consultation website to share your views!
Paper survey copies can be picked up and dropped off at Oxfordshire County Library (Westgate) and Cowley Library.

Oxford Residents' Panel
The Oxford Residents’ Panel is a great way to participate in shaping City Council policies on key issues like housing. All residents over 16 are welcome to join and have their voices heard at a senior level within the council.
The council gives panel members regular updates on what changes have been made as a result of their feedback.

Bring back our buses!
Councillor Coyne has launched a petition to bring back a direct bus service from Northway to the JR Hospital.
Please sign the petition at Rosie’s or the Wine Palace on Westlands Drive!
The 13 bus route was suddenly reduced in September 2022, and no longer serves the JR.
Passengers must now take the 13 to Derwent Avenue, then walk to the Copse Lane stop on Headley Way to catch a cityX3 or Stagecoach 14A bus towards the hospital.
Oxford Bus Company has said that low passenger numbers and rising costs made the full city 13 route impossible to sustain when Covid funding ended.

Consultation: East Oxford Low Traffic Neighbourhoods
The County Council is trialling three low traffic neighbourhoods (LTNs) in the Divinity Road area, St Clement’s area, and St Mary’s area of east Oxford under an experimental traffic regulation order (ETRO). Click here for more details.
Please share your feedback on the experimental east Oxford LTNs by:
– filling out the online LTN survey before 30 November 2022.
– emailing your feedback to eastoxfordltn@oxfordshire.gov.uk
– filling out a printed copy of the survey (available with freepost envelopes at the Blackbird Leys, Cowley, Littlemore and Westgate libraries.)

Bus 13 at risk!
The Oxford Bus Company has warned that services across Oxford could be slashed by up to 30% if the Government does not renew emergency COVID funding. The bus route 13 through Northway could be completely withdrawn.
Oxford City Council and Anneliese Dodds MP have written to the Government demanding that the Bus Recovery Grant is extended till 2023 to prevent any further losses of bus services.
Please email the Secretary of State for Transport and the Chancellor of the Exchequer to express your concern over the cuts, and demand continued Government financial support to sustain our vital bus services after 1 April 2022 (or contact your councillors, who will pass on your messages!)

City consultations on economic recovery
Oxford City Council is launching two consultations on city plans to promote long-term recovery from the pandemic, and address local economic challenges and opportunities.

Low Traffic Neighbourhoods
Oxford County Council has obtained funding for Low Traffic Neighbourhoods (LTNs) throughout our city. The proposed Headington & Quarry LTN scheme would restrict car access via Dunstan Road to Old Headington.
Many residents are rightly concerned about how this would impact access to Headington and traffic in Northway. Your councillors thank you for sharing your views, and are continuing to make representations to the county on your behalf.
We are expecting a public consultation in November/December. In the meantime, please click the button below to get in touch.

Consultation: proposed housing in Northway
Oxford City Council is planning to build new affordable homes on Elizabeth Place in Northway. The public consultation is now closed.
City Council officers hosted an online presentation of current plans and respond to some residents’ questions on Thursday 16 September 2021. A recording of this session is available online here.

Oxford Brookes student housing development
Oxford Brookes University’s revised plans to rebuild Clive Booth Student Village were rejected by the Oxford City Planning Committee on 12 October 2021.
If called in by 12 councillors, this application will be reconsidered by the Planning Review Committee. Please check this page regularly (and sign up for our newsletter below!) for updates.
Residents are always welcome to attend planning committee meetings. The council asks anyone wishing to speak to register with the Committee Services Officer by noon on the working day before the meeting.
